It is a transactional deal that puts American interests above African lives, using health as a gateway for surveillance, data extraction, and control. Through disease monitoring and outbreak response systems, African populations are treated as risk zones to be managed, while health data and decision-making remain in Western hands.
The strategy favours American and allied private companies in medicines, diagnostics, and healthcare, deepening dependency instead of building African self-sufficiency. The focus on fertility and biomedical research is especially alarming given Africa’s long history of medical exploitation, where Black bodies were used as testing grounds without consent. This is why many fear Africans being treated as guinea pigs once again.
Kenya’s pushback shows these concerns are real, yet many other African governments have signed under pressure. People call this recolonization because it follows an old pattern: foreign powers set the terms, African systems serve external interests, and dignity is sacrificed for access.
