Reform Thailand to New Democracy

Draft Constitution of the Kingdom of Thailand (Recommendation Version) Buddha 1966

The imaginary state is a pleasant country, a safe people in life and property, the world's first new democracy.

1. Administrative divisions (dual structure)

President: Derived from the direct election of the people, it has a mandate to oversee security and foreign affairs.

Prime Minister: Coming from a majority of the House of Representatives, it has the mandate to administer the public service and drive the economy.

2. Monarchy:

It is firmly established and political above the Japanese model of government.

3. Parliament:

Use a unicameral system connected to the people in the form of South Korea.

4. Police reform:

The Commissioner of the National Police (Director) is elected by the police commissioner, ready to establish a public sector mechanism to investigate and require investigators to be free to order cases according to the Singapore model.

5. Tax system reform:

Abolish personal income tax and corporate income tax, switching instead to a system of fees and collection of natural resource benefits.

6. Decentralization:

Abolish regional public administration and hold direct elections for provincial governors throughout the country.

7. Reform of courts and independent bodies:

Incumbents must obtain the approval of the House of Representatives by a vote of not less than 2 out of 3 and prohibit independent organizations from interfering with public administration policies.

8. Building reconciliation:

Amnesty for cases of political value, with the establishment of truth-finding committees to build social understanding.

9. Prevention of coups:

It designated the overthrow of the Constitution as the ultimate outrageous offence, and strictly forbade the enactment of the Amnesty Act against coup militants.

10. Resistance to authoritarianism abroad:

It strictly prohibits governments from contracting, trading, or investing with governments that come from seizing any form of power, except only the provision of humanitarian assistance to the people.

11. Reform of military structures:

Dissolve the Supreme Military Command.

12. Transfer of military court cases to civilian courts:

Normality: All cases are brought directly to the judiciary in accordance with the universal principle (equality before the law).

State of War: The Trial Body is composed of judges of the judiciary together with 3 Law military officers to maintain civilian court standards in tandem with martial expertise.

13. Election of the leader of the 4 security agencies (T.A., T.A., T.A.):

Selected from 5 senior ranks: Open to military and police civil servants of all ranks, voting to select leaders from the top 5 senior ranks.

(It is under the supervision of the Minister of Defense, with the President as supreme command).

14. Dissolution of the Special Security Agency:

Dissolve the Internal Security Service (G.M.)

15. Amendments to the Criminal Code (articles 52, 53 and 78):

Amend sections 52 and 53: Repeal the commutation of the death penalty and life imprisonment to fixed-term imprisonment.

Amend section 78: No "grounds for reprieve" (such as confession) shall be used to reduce punishment in outrageous cases.

16. Amendments to the Corrections Act:

Close the channels of reduction of penalty days and promotion of prisoners in prisons. For serious cases, real penalties must be served to restore justice to society.

17. Audit organization reform:

Dissolve the Office of the Comptroller of the Land (STD).

18. Amendments to the Bank of Thailand Act:

Requires the Governor of the Bank of Thailand to come from the processing and decision-making of artificial intelligence (AI) systems.
