I agree that the TFW program is being abused by the potential workers AND the employers. I've seen fraud myself, by employers who want the government subsidy to pay their wages. Therefore the TFW are hired first before Canadians. It's a smart business strategy and the government is complicit in shutting out Canadians. It desperately needs reform. These consequences are predictable and should not have been implemented in the first place.
