Toyo University denies issuance of diploma for mayor Takubo Ito City Council votes of no confidence

Five city council members took the stage in the debate in favor of the no-confidence motion, with harsh remarks such as "trampling on citizens' thoughts," "The assembly will not be established as it is now," "The confusion in the city administration is causing division among citizens," "We needed an explanation that resonated with citizens," and "We should listen to the voices of disappointed citizens."

Prior to the vote of no-confidence, the Hyakujo Committee reported on the results of its investigation. Toyo University submitted "records that show the status of acquisition of credits for each academic year, such as transcripts," and "copies of pages related to graduation requirements in the course manual."
Seiji Ido, chairman of the Hyakujo Committee, pointed out that the document that the mayor claimed to be a "diploma" "may have been forged," considering that the university did not issue a diploma. During the 40-minute break before the motion of no-confidence, a city official submitted a complaint in the name of Chairman Hiromichi Nakajima to the Ito Police Station, which was immediately accepted.
