The New Consolidated City Planning Progress Statement (4th Improvement) prepares to enter the announcement closure phase. It is open to the public to review and petition the final round.
The deputy governor of Bangkok, with Asa Thong Naturalis, director of the Urban Planning and Development Bureau, and the director of the project consultant, Dr Praschong Vicious, made a statement on the latest progress of the Bangkok City Planning and Development Department (4th Update), saying that the Bangkok City Planning and Development Bureau has taken comments from the public hearing in the past, continuously updated the draft city planning and proposed various committees to give careful comments.
With key issues being addressed including:
✳️ the cancellation of the project road line in accordance with the consolidated city plan, which, in the 15-day closure process and public opinion, has set aside 148 project roads. After public opinion and the approval of various committees, only 96 of them have been cancelled, with the cancellation of the A road (12 meters), the B road. Particularly in Phayathai, Din Din, Chatuchak and Wattana, etc. For some project roads designated as 20 meters and 30 meters, the area has been scaled down to minimize the impact on the public as much as possible.
✳️ modify the land use plan in certain areas, such as the designation of white space in the area of overlap with the Eastern Special Development Zone (EEC) to comply with the EEC Law, leveling the development into a commercial area (red), Nov. 8, the area around Bangkok Bhaiwat Central Station and the area around Makason Station, and modifying the land use of the medium-density residential type (orange), Nov. 7 (some) into a commercial area (red), Nov. 5, the area surrounding the North Park project and the two-room field station, according to the area potential. In addition, there is a downgrading of land use in the seaside area, Bang Khun Tian District, from the rural type and Agriculture (green) A2 is rural and agricultural type land (green) A1 and commercial type land use modification (red) Nov. 7 is very dense residential type land (brown) Nov. 15, Ashoka District, Wattana District, etc.
✳️ cancelled the water rest area to prevent flooding in five areas: Chuen Village Swamp, Bang Khai, Maniya Village Swamp, Siam Garden Swamp, Chuen Parkville Village Swamp and Kesi Lakeview Village Swamp because they are not in line with current conditions.
✳️ repealing the Transfer of Development Rights (TDR) measure, which the Department of Public Works and Urban Planning is concerned with the clarity in law and practice, it is necessary to discuss the decree committee before implementing this measure in the city plan.
➡️ In the next step, Bangkok will complete the closure of the plan announcement with requirements for 90 days, which is expected to be implemented by July-September 2026. The public can review the draft of the city plan at

All petitions will be collected and presented to the relevant committees for further consideration. After that, a revision of the consolidated city plan will be made and the process of issuing the Bangkok Ordinance will continue. The new Bangkok consolidated city plan is expected to be enacted by the end of 2027.
