A day after being served papers in a federal lawsuit from mobile home park owners who say town regulations infringe on their property rights, Windsor town leaders sent a strong message to tenants and park owners alike: they’re not backing down.

In a unanimous vote, the Town Council extended an urgency ordinance that pauses any changes or closures to mobile home parks for 10 months and 15 days.

The urgency ordinance stems from proposed changes at Evergreen Mobile Home Park, which is owned by Nick Ubaldi of Harmony Communities. Ubaldi recently sent notices saying he was considering closing the park after a rent increase proposal went into arbitration.

Before the meeting, more than two dozen Evergreen residents braved cold rain outside Town Hall, rallying for the extended moratorium.

... Read moreThe recent actions taken by the Windsor Town Council highlight an ongoing tension between mobile home park tenants, owners, and local government regulations. Mobile home parks like Evergreen are vital affordable housing options for many residents, often facing threats of closure or rent increases that jeopardize community stability. This moratorium on closures and changes enforces a temporary pause designed to protect tenants from abrupt displacement while negotiations and legal disputes unfold. Notably, the ordinance comes in response to activism by Evergreen Mobile Home Park residents, who organized protests despite challenging weather conditions, reflecting a strong sense of community and urgency. Mobile home park owners, including Nick Ubaldi of Harmony Communities, have expressed concerns over rent adjustments subject to arbitration. These disputes are emblematic of broader nationwide issues where property owners seek to maintain profitability, while tenants and local governments struggle to balance rights and protections. The federal lawsuit claiming infringements on property rights underscores the legal complexity involved. Yet, Windsor's firm stance signals a prioritization of tenant protections and housing stability in Sonoma County. Such policies may inspire similar measures in other regions dealing with mobile home park challenges. For residents and advocates, the ongoing conversation emphasizes the importance of affordable housing preservation and collaborative solutions that respect both tenants' needs and owners' rights. Communities like Windsor are at the forefront of addressing these critical housing concerns, illustrating how local governance can influence the future of mobile home living. As this situation develops, staying informed about new ordinances, arbitration outcomes, and community initiatives will be crucial for tenants, owners, and policymakers alike.
