Luckily, I found a trick on Reddit, get a free Use Tax Clearance from CDTFA, it works.

1. So you wanna search “CDTFA online services.” Scroll to the bottom of the homepage and pick “Request Use Tax Clearance for Registration with DMV/HCD (VDTFA-111).”

2. Fill out the form like it says.

3. Then you wanna upload docs, car registration, insurance, and California job offer (to prove I moved for work).

I waited about two weeks for the clearance, you can call to check status too, and the staff’s super nice. Anybody else had a weird DMV surprise when moving to CA?

For me, moving for work was key to my exemption. Navigating the CDTFA website can seem a bit daunting at first, but once you find the right link for "Request Use Tax Clearance for Registration with DMV/HCD (VDTFA-111)," the process becomes much clearer. Beyond the car registration, insurance, and job offer I mentioned, it's really helpful to have your original vehicle purchase invoice handy, especially if you bought it recently. This shows when and where you purchased the car and how much sales tax you might have already paid. Sometimes they also ask for proof of your previous out-of-state residency, like utility bills or old driver's licenses, to confirm your move. The more prepared you are with documentation, the smoother your application for the CDTFA tax clearance certificate will be. Once you’ve submitted everything through the CDTFA portal, it’s pretty much a waiting game. My experience was about two weeks, which felt like an eternity when I was trying to get my car fully registered!
