[Past 3 Years of Black Smoke Car Examination Experience: Obstacles Found - Find a Solution - Pressure Agency - Continue Wading]
1. Obstacles have been encountered. In the past, the inspection of black smoke for vehicles was considered frustrating, because the eyes saw that it was black, but when the inspection came out and went back through it, this point reflects the original opaque standard that must be admitted that it was not enough. The car that would not pass and must be fixed must exceed 30%, which is only 10%, more than 20%, it saw black smoke. This is an obstacle for agencies like the BMA. It is not enough to deal with black smoke cars that emit pollution throughout the city. This obstacle is one of many that are found to exceed the authority of the BMA. We would like to concentrate the standard because it is a declaration of the Ministry of Natural Resources and Environment, or the BMA. Like many other things, we cannot do it because it is attached to the Transport Act, and the BMA is not a transportation official.
2. The power of the BMA is information. The dust in the BMA is based on three parts: internal factors, external factors, and natural factors. Although the internal factors seem to have absolute power, the BMA is in fact not at all. It only takes the examination of six or more black smoke cars as the direct power of the Land Transport Department that uses the Transport Act. The BMA does not have any power. The examination of four-wheelers, public cars like taxis or minibuses, the BMA. There is no power or mother, but the 4-wheeler, the person that we have power but the law is relatively weak, because when we find a black smoke car, we can only put a warning sticker and allow that black smoke car to damage Bangkok's health. In 30 days, it can be seen that there are a lot of methodical restrictions. However, even if the BMA has no power, the governor clearly ordered to try to find a solution to the end, so that's where we made 10 Prime Minister proposals.
3. Find a solution - Follow the Agency. One of them is to apply for the standard of black smoke opaque from the car exhaust pipe concentration from 30% to 10%. The Department of Pollution Control has partially met our requirements and adjusted to 20%. It is not easy to follow up. Request for close and continuous cooperation of the relevant departments and working groups. Accelerate the request to pass the dust earlier this year, thanks to the Department's good cooperation.
Currently, there are 10 other clauses that have been proposed by the PM and are still speeding up. (For the next occasion, I will say more) Following up on the push from the Department of Pollution Control is one of the matters. We are following up and are in the process of proposing a 4-wheeler correction period that exceeds the standard of black smoke. The wrong person has 30 days to correct it to 3 days (we would not want the car caught in black smoke to run through the city for 29 days before sending it to correction).
Now, the most important things we propose are the Department of Land Transport, especially about getting BMA officials to help inspect trucks that we still lack the authority of the Transport Act, or adjusting taxes for old cars (oddly, our cars are older, dirty, but the taxes are cheaper, as opposed to most countries where cars are older, the taxes are more expensive because we want to deal with old cars that emit a lot of pollution). These issues will keep following.
4. Go back to the black smoke test. Once we have reached the new standard, we have reached the full standard. Since the new criteria came out Nov 1, we have already inspected 943 cars. 21 cars have been banned. Today, we randomly inspected the bus garage and two rows of parking in the Yan Nawa area. There are two buses that exceed the standard and have been arrested.
This job is considered routine work that we have to do, but with the new standards intensified, we can enhance the handling of black smoke cars. It is considered a good idea that national agencies like the Ministry have listened to local feedback and pushed it to be true. However, we will collect data and closely monitor whether 20% is concentrated enough. If not found enough, it will eventually be more intensive.
การควบคุมควันดำจากยานพาหนะถือเป็นหนึ่งในปัญหาสำคัญที่ส่งผลกระทบต่อคุณภาพอากาศและสุขภาพของประชาชนในกรุงเทพมหานครและพื้นที่โดยรอบ ความท้าทายที่สำคัญ คือการที่มาตรฐานเดิมกำหนดค่าความทึบแสงที่สูงถึง 30% ซึ่งสูงกว่าระดับที่สายตาสามารถเห็นควันดำได้จริง ส่งผลให้แม้ว่ารถจะปล่อยมลพิษมาก แต่ก็ยังสามารถผ่านการตรวจได้อย่างง่ายดาย นอกจากนี้ ข้อจำกัดทางกฎหมายทำให้กรุงเทพมหานครไม่มีอำนาจเต็มที่ในการตรวจสอบและสั่งการอย่างเด็ดขาด โดยเฉพาะกับรถขนาดใหญ่หรือรถที่อยู่ภายใต้กฎหมายกรมขนส่งทางบก ความพยายามที่ กทม. ได้ดำเนินการ ได้แก่ การผลักดันให้ปรับลดค่ามาตรฐานความทึบแสงควันดำจาก 30% มาเป็น 20% ซึ่งกรมควบคุมมลพิษได้รับฟังและนำไปใช้บางส่วนแล้ว รวมถึงการยื่นข้อเสนออื่นๆ ต่อรัฐบาล เช่น การลดเวลาการแก้ไขรถควันดำจาก 30 วันเหลือ 3 วัน หรือการเสนอมอบอำนาจให้เจ้าหน้าที่ กทม. ช่วยตรวจสอบรถบรรทุก เป็นต้น ซึ่งล้วนเป็นมาตรการที่มุ่งเน้นลดมลพิษจากควันดำและเพิ่มประสิทธิภาพในการบังคับใช้กฎหมายอย่างจริงจัง หลังจากมีการปรับใช้เกณฑ์ใหม่ตั้งแต่วันที่ 1 พฤศจิกายนที่ผ่านมา กทม.ได้ลงพื้นที่ตรวจรถถึง 943 คัน และสามารถสั่งห้ามใช้รถที่ปล่อยมลพิษเกินเกณฑ์ได้แล้ว 21 คัน รวมถึงการตรวจสอบในอู่รถเมล์และรถสองแถว ซึ่งพบรถที่เกินมาตรฐานและได้รับการจับปรับ นับว่าส่งผลเชิงบวกต่อการควบคุมคุณภาพอากาศในพื้นที่ อย่างไรก็ดี การตรวจวัดและควบคุมควันดำยังคงต้องได้รับความร่วมมือจากทุกภาคส่วน รวมถึงการปรับปรุงกฎหมายและนโยบายให้สอดคล้องกับมาตรฐานสากล เพื่อปกป้องสุขภาพประชาชนในเมืองใหญ่ที่เผชิญกับปัญหามลพิษฝุ่น PM2.5 และควันดำอย่างต่อเนื่อง การติดตามผลและการรวบรวมข้อมูลอย่างเป็นระบบยังเป็นกุญแจสำคัญในการปรับปรุงมาตรฐานในอนาคตให้เหมาะสมและมีประสิทธิภาพยิ่งขึ้น
