BMA, Urban Crisis Administration, to future district leaders.
Prof. Twida Kamlwesh, Deputy Governor of Bangkok, Contributed Dialogue on Management Topics in Crisis Conditions, District Director Prep Training Course, Fiscal Year 2026
He said that in the administration work in times of crisis, we have laws to support. There are laws that clearly mandate the system. Therefore, we want everyone to focus on these regulations and documents. Because they are shields and tools that help us function legally, we want to study these systems to be mastered to be able to be used in practical operations effectively. At the same time, according to the principles of crisis management, we cannot do everything by ourselves. When we are confident in our people, we have to be brave to put them in front of us to take care of other duties.
"The centerpiece of management is accuracy and speed, but it's not easy to do anything accurately in a quick time, so it's like playing a concert with every agency," said Lieutenant Governor Twida.
Deputy Governor Twida also said that when a crisis is declared a disaster area and a command center is established, the authority of the district director will change immediately. It will command all units that enter the area, even the directors of bureaus that may have a higher position in the normal structure. This is a legal command system. In addition, crisis management requires a system called MAC (Multi-Agency Coordination) or Multi-Agency Coordination.
