Shachchan, the governor of Bangkok, gave an interview to THE Standard to evaluate the operations and review the lessons of nearly four years in his tenure as the chief executive of Bangkok (BMA), talking about the issues of the city's budget management and debt burden.

Shachchan revealed the BMA's financial management principle as Balanced Budget, starting with estimates of revenue to be collected and then framing expenditure accordingly to avoid borrowing and creating an additional public debt burden. However, there has been a trend of criticism that the BMA spends less or omits its duties, which the BMA governor has completely rejected.

It explains that the difference in the budget is the achievement of two main areas of administrative efficiency: increased and tighter revenue collection, both factory and land taxes, sign taxes, and other revenue, as well as transparency in the procurement process and the auction of projects, which makes the BMA's operating costs cheaper to a residual amount.

Shachchan said that these savings are not that we do not apply, but that they will be imported into Bangkok's cumulative money to prepare for the next year's budget, which over the past three years, the BMA's budget administration has always been positive, reflecting strong financial discipline.

The governor of Bangkok has stated that the main reason why the BMA needs to maintain financial discipline and accelerate the increase in the amount of money is because the BMA has a huge financial obligation waiting - the repayment of the Green Line (BTS) project, which is the biggest problem and the heaviest burden. In the past, the BMA has disbursed more than 60,000 to 70,000 million baht to pay for this part of the debt.

Shachchan compared this huge amount of money to the development of other infrastructure, to 10 hospitals, dozens of schools, or to a large number of other bus and bus systems.

At the end, Shachchan confirmed that although such liabilities are inherited by the past executive, as the current executive, it is a duty and responsibility to solve the problem. In the past, the management team has tried to fight the legal process to protect the interests of the people's brothers and sisters and maintain the financial stability of the BMA as prudently as possible. But in the end, when the Supreme Administrative Court makes a judgment, the BMA is ready to continue to accept and strictly abide by the court.
