Earth Mineral MOU Deal Opening State Pendant Thailand-U.S.
Mr. Abhisit, a former prime minister and leader of the Democratic Party, called on the government to disclose the details of the MOU with the United States on Rare Earth cooperation, warning of three areas to look out for before moving on to a formal agreement.
Although Thailand's invitation to become part of the Rare Earth supply chain is a great opportunity, the government must take into account three key areas:
1. Thailand should receive benefits fairly
2. Environmental and social impacts must be thoroughly considered.
3. You must avoid opening the way for the United States to monopolize, because there are other countries, such as China, that also show interest in cooperating with Thailand.
Mr. Abhisit went on to say that this kind of agreement involves geopolitical conflicts between the major powers, so the Thai government should balance its relationship with both the United States and China, expressing its position that Thailand is ready to cooperate with many countries, not limited to one or the other.
It noted that the government had never disclosed the details of the MOU negotiations to the public, although the information should have been opened from the beginning to allow stakeholders to express their views, particularly on issues that could affect different sectors.
"It is not too late today if the government will provide opportunities for public participation before bringing the agreement to formal negotiations," Mr. Abhisit said, proposing a remedial and transitional plan for those who may be affected.
Finally, Mr. Abhisit proposed that if a deal has a commercial effect, it should be introduced into parliamentary deliberations. The MOU must consider, according to the law, whether it is necessary to enter the House of Commons, emphasizing that the details of practice will be a measure of approval levels, not just of Parliament, but of all relevant bodies.
