Should I go to HR about my wage change?

I went on my gap year back in February and while I was out we got bought out by a new company. New company gave a slight pay increase then gave a large pay increase which turns out to be their minimum wage... So before I left I was at $16.50 and now I'm at $21 an hour... I'm supposed to be anyways. I've been with the company for 2 years and they are paying me below what I'm supposed to get paid. The day I came back I needed my supervisor to sign an employee verification paper for daycare and she put on the paper the date 6/25 her signature and my hourly $21 an hour but in my online profile it says $18.50 A couple days later I asked her what I can do to get it fixed and she said to send her an email which I did.. she then told me she didn't like how the email was worded and she would just submit a ticket to IT herself. Fast forward to pay day and my hourly was $18.50. A couple days later I called my manager on my lunch time and asked her when this was going to be fixed and she said it should be fixed on next pay period. Well here we are and it still says 18.50 on my profile.

Should I got to HR and send a picture of the paper that my boss signed and ask for a bac' check and ask them to get it fixed? Or is that overstepping?
