According to North Korea, Choe Hyon, a roughly 5,000-ton ballistic missile destroyer, was built in just 400 days without foreign aid.
This is a huge leap forward because Choe Hyon is the largest and most complex surface warship North Korea has ever built before officially entering service in June 2026. â
However, all of the statements on development itself, are not externally verified because North Korea's defense industry data is tightly controlled.
South Korea and some analysts estimate that Russia may have contributed some kind of technical or systems, particularly Russian Pantsir-M-like air defense weapons, but public evidence is insufficient to confirm that all radars, engines and weapons have been transmitted from Moscow. ð
The project did not go smoothly every step of the way. The second same-class ship, Kang Kon, had a tilting accident and partially flipped its wagons during launch overboard on May 21, 2025, before being salvaged upright and taken back overboard again in June.
Although the incident reflected problems with experience and quality control, the speed of building the two ships showed that North Korea was devouring resources to upgrade its navy, which Kim Jong Un recognized as the country's weakest army.
The key question, therefore, is not just "how quickly can it be built," but how much combat, crew and maintenance systems will be practical.
