The Council unanimously passed the draft Administration for Clean Air Agenda 2 and 3 aimed at enhancing people's right to clean air.
The House of Representatives passed a resolution. It approved the Administration for Clean Air Act....Agenda 2 and 3 marked a milestone for Thailand to have the first Clean Air Management Act aimed at addressing systemic and all-dimensional air pollution, with 317 votes in favour, 308 against, 0 against, 4 abstentions and 5 against. The Assembly agreed to the Clean Air Act and will send it to the Senate for further consideration.
The Clean Air Act was the result of the integration of seven drafts: the draft of the Party for Thailand, the People's Power Party, the Democratic Party, the Proud Thailand Party, the People's Party, the People's Sector, and the Cabinet, with the House of Representatives having voted on common principles since before.
On January 25, 2024, the Extraordinary Commission considering the draft Act began its first meeting, chaired by the President of the Commission, and appointed two committees of commissioners to study the principles, administrative structure, and legal and enforcement issues.
Over the course of more than one year and eight months, the Commission has held 91 meetings with feedback from all sectors, government agencies, the private sector, civil society and stakeholders to provide thoughtful content and truly address air pollution issues.
Administrative Bill for Clean Air, B.C.E....It will be passed to the Senate to consider the next step. This legislation will be instrumental in ensuring the right of people to breathe fresh air, promoting public participation in tackling problems, and effectively establishing domestic and cross-border air pollution management mechanisms. This legislation is Thailand's "new warrant" for creating a clean air management system for the quality of life and health of all citizens in a sustainable manner.
After the third term is passed in the House floor, it will be submitted to the senators in order.
