The use of foreign AI chips in state-sponsored data centers is prohibited.
The Chinese government has issued new guidelines, requiring state-funded data center projects to use only domestically produced artificial intelligence (AI) chips. In recent weeks, regulators have ordered projects that are still under construction and have made less than 30% progress, to remove installed foreign chips or cancel procurement plans, while projects already underway are considered on a case-by-case basis.
The measure is considered one of China's toughest moves to reduce its dependence on foreign technology in key infrastructure, aiming to drive AI chip self-reliance amid a period when Sino-US trade tensions are beginning to ease.
Access to advanced AI chips, especially from Nvidia companies, remains a major conflict between the two countries, most recently President Donald Trump indicated that the United States would allow China to buy chips from Nvidia, but not including the most advanced models.
This directive may close the chances of Nvidia retaking its dominance of the Chinese market, while also opening the way for domestic chipmakers such as Huawei and Cambricon to expand their greater share of the market.
Since 2021, the Chinese government has injected over US $100 billion (3.23 trillion) in support of AI data center projects across the country, but recent orders have resulted in some projects having to delay immediately, such as data centers in northwestern counties that planned to use chips from Nvidia, but have been suspended for netting new taboos.
While the directive accelerates the transition to domestically developed chip use, it could result in a widening of the gap in AI processing potential between China and the US. While leading US technology companies like Microsoft, Meta and OpenAI have made huge contributions to build data centers based on advanced Nvidia chips, Chinese chipmakers such as SMIC still face restrictions from US sanctions, inevitably hitting high-end chip production capacity.
